ELWa - EDUCATION and LEARNING WALES

ELWa - Education and Learning Wales - is the collective title for the National Council for Education and Training for Wales and the Higher Education Funding Council for Wales. Together, the two councils of ELWa have an all post-16 education and training remit across the whole of Wales.



The organisation is funded through the National Assembly for Wales to secure post-16 education and training via twenty-seven further education institutions, thirteen higher education institutions, and a wide and diverse network of voluntary sector and private providers in communities and in the workplace. The National Council of ELWa has also inherited the funding responsibility for local authority Adult Continuing Education, and from 1st April 2002 the Council will assume funding responsibility for school sixth forms.

ELWa's overriding aim is to provide world class post-16 education and training in Wales, and in so doing to fulfil the potential of individuals, communities and business. In support of this are five goals:

To ensure that everyone over 16 has the essential skills of literacy, numeracy and use of information and communications technology, in order to fulfil their potential.

To give everyone over 16 access to flexible learning opportunities which enable them to participate fully in the economy and their communities.

To promote the generation of new knowledge and translate this knowledge into the creation of wealth for Wales.

To provide the foundation for an internationally successful and sustainable knowledge-based economy, based on major improvements in education, skills levels, entrepreneurial attitudes and management competence.

To provide the basis for an inclusive and stable society by transforming the lives of disadvantaged people and developing all communities.

ELWa recognises that if it is to succeed in providing quality education and training, it cannot do so alone. Consequently, it works in partnership with a range of interests. These partnerships include:


Inward Investors and the world of business;
the Welsh Development Agency (WDA);
the Local Authorities;
Careers Wales (Careers Wales West in the south west region);
the Voluntary Sector;
the Employment Service;
Community Consortia for Education and Training (CCETs)
